SPCC TRAINING OUTLINE - GENERAL SPCC AWARENESS' <br /> Why the SPCC Plan is required? <br /> • A federal regulation (40 CFR part 112) requires a facility with a significant amount of <br /> bulk fuel and oil storage to have an SPCC Plan. <br /> Where is the SPCC Plan at your location? <br /> • Identify where the SPCC Plan is kept at your location. <br /> o The Plan should be readily available in case of a spill or an inspection; not locked <br /> in an office. <br /> What is required by the SPCC Regulation? <br /> • An SPCC Plan includes the following: <br /> o Certification from the Spill Coordinator or their alternate and/or member of <br /> Management. <br /> o Certification by a Professional Engineer <br /> o Emergency contacts (Prominently display this information at your Location) <br /> o Description of your location and its operations <br /> o Measures to reduce or eliminate a spill <br /> o Facility diagram with drainage illustrated <br /> o List of all oil/fuel containers 55 gallons and larger <br /> o Oil Container Inspections (weekly, monthly, annual) <br /> o Spill reporting form <br /> o Documented training - Annually <br /> • The SPCC Plan must be kept up to date using written corrections. <br /> o If changes are needed other than names and numbers of contacts. <br /> o The Plan must also be recertified by the Spill Coordinator or their alternate every 5 <br /> years. <br /> • Secondary containment must be provided for oil and fuel containers 55 gallons or larger <br /> in capacity. Examples of secondary containment include: <br /> o Double-walled tanks (aka Integral Double Containment) <br /> o Drum spill pallets. <br /> o Containment dikes surrounding the tank, drum or tote - aka derived secondary <br /> containment <br /> As you get started, it is recommended to have a copy of the SPCC Plan available during the training session. <br /> This document presents topics to assist your location with completion of the annual SPCC Plan training.Locations that have an SPCC <br /> Plan must ensure that all employees involved in the handling of petroleum products receive this training annually. This training is <br /> required each year and must be documented. Training can be part of a Monthly Safety Meeting. File a copy of the annual training <br /> documentation(topics covered and sign-in sheet)within your SPCC Plan. <br /> Page 1 of 4 <br />
