Reg Ref 1 .0 <br /> SPCC PLAN DEFINITIONS (40 CFR 112.2) <br /> For the purposes of this SPCC Plan the following definitions are used: <br /> Facility— Any mobile or fixed, onshore or offshore building, structure, installation, equipment, <br /> pipe, or pipeline in which oil is used. <br /> Adverse Weather Conditions — The weather conditions such as ice, extreme rainfall, <br /> temperatures, and weather related visibility, which make response actions to a spill difficult. <br /> Discharge (Spill) — Includes, but is not limited to spilling, leaking, pumping, pouring, emitting, <br /> emptying, releasing, or dumping of a solid, liquid, or gaseous substance. <br /> Harmful Quantities— Discharges that violate applicable water quality standards (Local, State, or <br /> Federal Standards), cause a film or visible sheen upon or discoloration of the surface water or <br /> adjoining shorelines, or cause a sludge or emulsion to be deposited beneath the surface of the <br /> water or upon adjoining shorelines. <br /> Hazardous Material/Substance — Any material regulated under EPA Regulations 40 CFR 261 <br /> (Hazardous Wastes), 40 CFR 302 (Hazardous Substances or Chemicals), or 49 CFR 171-172 <br /> (Hazardous Material Transportation), and the equivalent state or local regulation(s). <br /> Injury— Injury is defined as having a measurable adverse change, either long or short term, in <br /> physical or chemical quality or viability or natural resource. The change can result from direct or <br /> indirect exposure to a discharge of oil. <br /> Navigable Waters — Navigable waters are all waters that are used in interstate or foreign <br /> commerce, all interstate waters included wetlands, and all intrastate waters, such as lakes, rivers, <br /> streams, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, or natural ponds. <br /> Essentially: Any natural surface of water in the U.S. <br /> Oil— Oil of any kind, or in any form, including, but not limited to: petroleum, fuel, oil, sludge, oil <br /> refuse, and oil mixed with wastes other than dredged spoil. <br /> Regional Administrator—The administrator of EPA in which the facility is located. <br /> Reportable Quantity — The threshold quantity of spilled or discharged material that requires <br /> notification of applicable authorities. <br /> Significant— For the purposes of this SPCCP, "significant" shall mean an "amount" of spilled, <br /> released, or discharged material, liquid, and chemical that has the potential to impact the <br /> environment any endanger the health of human life. <br /> Discharge (Spill Event) — A discharge of oil or a hazardous substance in a reportable quantity <br /> or of a quantity that requires the assistance of an emergency response agency (e.g., fire <br /> department), an emergency response contractor, or a site cleanup/remediation contractor. <br />
