Food Express , Inc. - Lathrop , CA
Direction, Rate of Flow & Total Quantity of a Potential Discharge
40 CFR 112.7(b)
The oil product fuel system is located east of the truck shop. The double wall
steel fuel oil product tank is designed with a containment system engineered to contain
oil product fluids. No liquid discharge is expected to escape the containment's
secondary wall. In the event of the failure of oil product storage tank's wall, all of the
contents may discharge into the fuel tank containment area and appropriate mitigation
measures would be employed. There is no drain valve located on the secondary
containment wall and no liquid will escape the boundaries of the secondary containment
system.
With the exception of a failure of the secondary containment wall, the wall will
hold the complete volume of a filled tank within its boundaries. Spill kits are located at
the fueling area to address any spill or discharge of oil products.
All 55 gallon drums and totes that may be located at the fuel oil product tank are
securely contained and inventoried. Any discharge would be contained, controlled and
the waste would be properly disposed of in a proper manner. All users of oil products
are aware of the clean-up requirements and only employees of FXI have access to the
oil products on site.
Delivery drivers loading oil products into FXI's fuel and oil tanks are trained to
haul oil products. In the event of a discharge or spill, the driver is trained and capable of
controlling and mitigating the spill. A labeled emergency shut-off device is secured to
the building that will disconnect electrical power to the pump and dispenser upon
activation. Proper clean-up and disposal methods will be employed and all waste will be
contained, labeled, and removed as required.
Although spills are not expected, FXI is committed to minimizing any impact from
an oil product discharge. All discharges will remain on site and if a discharge occurs.
FXI will commit the resources, and if needed, contact one of their clean-up contractors
to assist. All containment, clean-up and disposal will be managed by FXI's management
to insure the proper handling of waste products.
Environmental Services 23
2012
