chipping equipment would only be run for short durations in any given <br /> locale, generally less than a day and on an intermittent basis. <br /> In-coming and out-going truck traffic would increase noise levels <br /> on Mariposa and Austin Roads. As Mariposa already has a truck volume of <br /> about ten percent, the sound level increase due to project-related <br /> traffic would not be appreciable. Truck traffic on Austin Road associ- <br /> ated with the project would create a distinguishable rise in noise <br /> levels. This would not be a significant impact, since the relatively low <br /> volume of traffic would generate an average sound level of less than 50 <br /> dBA. <br /> Given the largely agricultural nature of the project area and the <br /> 600 feet between the facility and the nearest residence, the operational <br /> impact of the facility is not considered significant. Project-related <br /> noise at the nearby residence would be in the range of 64-66 dB, which is <br /> above "normally acceptable" levels for dwellings according to the Count <br /> noise guidelines. Given the facility noise levels fall within the guide- <br /> lines "conditional " acceptability range, the impact would not be signifi- <br /> cant and with proper mitigation measures could be made minimal . <br /> Mitigation Measures. The following measures are recommended to <br /> reduce the impact of operation-related project activities: <br /> • Once actual equipment, particularly conveyors, sorters and <br /> screens has been specified, appropriate noise control features <br /> should be designed. Enclosures to buffer those pieces of equip- <br /> ment with sound levels in excess of 80 dB should be required as <br /> part of the County's Use Permit. This should ensure that noise <br /> impacts on the adjacent residence would be below 60 dB as stip <br /> ulated in the General Plan guidelines. Hearing protection foJ <br /> workers may be required when they are within the enclosure. <br /> • To supplement the above-named measure, an earthen sound berm o <br /> six to eight feet with shrub and tree planting should b <br /> considered to border the facility access roads on the west an <br /> south sides of the facility.
