would minimize or prevent accidents and improper exposure to the waste
oil .
Impact 3 - Potential Contamination of the Environment
Environmental contamination could include leakage of oil into
groundwater, surface water or nearby soil . Toxic air contaminants could
also result. This issue is addressed in the Air Quality/Odors section of
Chapter 3. Depending on the resource, varying levels of concentration
would be considered significant. Contaminants would disperse if carried
off-site by movements of wind or water.
Mitigation Measure. The following inspection program is proposed:
• Every shift:
- oil transfer system; `
- process equipment;
- loading/unloading equipment.
• Daily:
- oil/water separators;
- tank inventory;
- security.
• Weekly:
- integrity of tank farm;
- integrity of each storage tank.
• Monthly:
- emergency equipment (alarm system, first aid
supplies, personal protection gear, lighting, spill
cleanup equipment and supplies) .
Site security would include a perimeter fence, locked gate with
guard, warning signs and outdoor lighting that would provide a minimum
candlepower at various areas.
3-77
104-9.R3 4/11/89
