Contamination could occur anywhere in the <br /> facility if waste oil is spilled or leaks, and could also occur in the <br /> laboratory where other chemicals are used in waste oil analysis. <br /> Mitigation Measure. As a hazardous waste, all used oil brought to <br /> the site must be accompanied by a manifest. Falcon Energy Associates <br /> plans to apply for a variance to use a modified manifest procedure for <br /> drain lubricant. The Operations Plan describes the manifest procedures, <br /> which must be agreed to by the lubricant generator. No deliveries would <br /> be accepted from the public. <br /> Upon arrival at the facility, the waste would be identified and <br /> analyzed at the on-site laboratory, whose employees would be required to <br /> comply with safe-operating procedures. The following tests would be <br /> performed: water content, specific gravity, chloride concentration and <br /> flash point. These tests would help to ensure: 1) that the oil is not <br /> contaminated with hazardous materials such as PCBs; 2) that it is not <br /> highly flammable; 3) that its water content is acceptable; and 4) that it <br /> does not contain significant amounts of metals. The intentional contami- <br /> nation of used oil with any other hazardous waste is illegal . Oil which <br /> is not acceptable based on manifest inspection or laboratory analysis <br /> would be returned to the supplier, sold to another recycler or trans- <br /> ported to a permitted hazardous waste facility. <br /> On-site facilities would include a nearly enclosed system for <br /> handling waste oil , a two-foot high berm around the oil processing area, <br /> personal safety gear (respirators, gloves, boots, etc.) and the following <br /> equipment: <br /> • telephones at key locations; <br /> • a warning system covering the entire site; <br /> • a safety shower and an eye wash station; <br /> • first aid supplies; and <br /> • spill control equipment. <br /> During operation of the facility, Occupational , Safety and Health <br /> Administration (OSHA) standards and procedures should be followed.
