energy produced by the facility is expended in the process of its <br /> production. <br /> The used lubricant recovery facility would yield positive <br /> environmental impacts by providing a local recycling center for used oil <br /> now transported great distances or, more likely, disposed of by undesir <br /> able and unaccounted for means. Currently, there are no used oil recy- <br /> cling facilities in the Central Valley, the nearest being in the San <br /> Francisco Bay Area. The project would recycle over one million gallons <br /> per year in its first phase of operation, and up to four million gallons <br /> per year in Phase 2, three years after the facility opens. The projec <br /> would offset additional oil used in the region by about 3.5 million <br /> gallons per year, assuming the deduction of on-site oil consumption. <br /> From an energy conservation perspective, the project demonstrates a <br /> positive impact. <br /> Mitigation Measures.
