• Major reconstruction of the Arch Road/Highway 99 interchange
providing an eight-lane overcrossing; and
• Widening portions of Arch Road to four, six, or eight lanes.
At this time, no determination has been made regarding which, if
any, of these improvement measures would be implemented and how such
measures would be funded. Even with the measures listed below, most of
the intersections analyzed would still experience severe peak hour traf-
fic conditions. San Joaquin County should consider the development of an
assessment district for traffic improvements so that developers
contribute an equitable amount to the cost of the improvements.
Regional strategies to achieve the ambient air quality standards
include measures to reduce motor vehicle emissions as well as stationary
and fugitive sources of emissions. The following strategies to reduce
motor vehicle emissions are adopted regionally and are applicable to the
proposed and cumulative projects:
• A principal means of reducing motor vehicle emissions is to
reduce the number and length of trips undertaken by the general
population. This can often occur by land use controls which
provide employment centers and retail uses in proximity to
residential areas. The County is encouraged to promote a
regional car/van pool program as well as extension of regional
transit services to the developing portions of the county.
• Motor vehicle emissions are being mitigated on a regional
scale, primarily by State-mandated emission controls and the
recently initiated motor vehicle emission inspection program.
Should the Women's or Youth's Detention Facilities be identified as
sensitive receptors, a solid block wall or barrier six feet in height
along nearby roadways would be considered sufficient to mitigate any
significant cumulative traffic noise levels.
4-7
101-36.R3 4/10/89
