• Major reconstruction of the Arch Road/Highway 99 interchange <br /> providing an eight-lane overcrossing; and <br /> • Widening portions of Arch Road to four, six, or eight lanes. <br /> At this time, no determination has been made regarding which, if <br /> any, of these improvement measures would be implemented and how such <br /> measures would be funded. Even with the measures listed below, most of <br /> the intersections analyzed would still experience severe peak hour traf- <br /> fic conditions. San Joaquin County should consider the development of an <br /> assessment district for traffic improvements so that developers <br /> contribute an equitable amount to the cost of the improvements. <br /> Regional strategies to achieve the ambient air quality standards <br /> include measures to reduce motor vehicle emissions as well as stationary <br /> and fugitive sources of emissions. The following strategies to reduce <br /> motor vehicle emissions are adopted regionally and are applicable to the <br /> proposed and cumulative projects: <br /> • A principal means of reducing motor vehicle emissions is to <br /> reduce the number and length of trips undertaken by the general <br /> population. This can often occur by land use controls which <br /> provide employment centers and retail uses in proximity to <br /> residential areas. The County is encouraged to promote a <br /> regional car/van pool program as well as extension of regional <br /> transit services to the developing portions of the county. <br /> • Motor vehicle emissions are being mitigated on a regional <br /> scale, primarily by State-mandated emission controls and the <br /> recently initiated motor vehicle emission inspection program. <br /> Should the Women's or Youth's Detention Facilities be identified as <br /> sensitive receptors, a solid block wall or barrier six feet in height <br /> along nearby roadways would be considered sufficient to mitigate any <br /> significant cumulative traffic noise levels. <br /> 4-7 <br /> 101-36.R3 4/10/89 <br />
