MITIGATION MEASURES <br /> The County should consider implementing one or more measures in the <br /> project vicinity to protect existing commercial agriculture. Such <br /> measures would include publicizing the County's right-to-farm ordinance, <br /> maintaining the large-lot zoning and maintaining open space buffers <br /> between farming and urbanized land uses. <br /> From the standpoint of public services, one of the major cumulative <br /> development impacts would be related to the increased demand for potable <br /> water. Conservation of water supplies through reduced consumption, recy- <br /> cling and reuse should be given adequate consideration in the land use <br /> permit process. The major mitigating actions that can be taken in <br /> consideration of the importance of conserving water supplies is to <br /> attract low water-using industry and land uses, and to discourage site <br /> development standards and designs calling for substantial irrigation of <br /> ornamental landscaping. Additionally, the use of reclaimed water should <br /> be encouraged for landscape irrigation and industrial processing where <br /> feasible. <br /> All new developments should incorporate on-site fire protection <br /> systems and should coordinate with County-wide emergency contingency <br /> planning agencies. From the County's perspective, an increase in train- <br /> ing activity would mitigate an existing police officer shortage. The <br /> City and County law enforcement agencies should continue to coordinate <br /> the police coverage of the project area to ensure that limited forces are <br /> not providing duplicate coverage. , Programs whereby certain wastes such <br /> as cardboard, paper, aluminum and glass are separated from solid waste <br /> for recycling should be encouraged by local officials and project <br /> proponents. <br /> Given the significance of traffic impacts from the proposed Arch <br /> Road Industrial Park Units 3 and 4, numerous mitigation measures have <br /> been recommended. These include: <br /> • Major improvements to the Mariposa Road/Highway 99 interchanged <br /> including widening of Mariposa Road; <br /> 4-6 <br /> 101-36.R3 4/I0/89 <br />
