Baracco : Notice of Preparation for the Agricultural and Biomass Pro essIna andResourceRecovery ( Falcon Energy-) Facility SCH# 8801190, This letter Is In response to your February 5 , 1988 request for comments on the scope and content of the draft Environmental Impact Report (DEIR ) being prepared for the Agricultural and Biomass Processing and Resource Recovery Facility proposed by Falcon Energy Associates . Project Description : Falcon Energy is proposing to construct and operate an Agricultural Biomass Processing and Resource Recovery Facility In San Joaquin County . The facility would process biomass Into briquettes for fuel and feed . The facility would also recover used lubricants through a process of filtration , settling and evaporation . The recycled lubricants would be offered for sale as a blended fuel and will be used on—site as an Inexpensive source of heat for processing the biomass and an additive to the finished briquettes . Approximately 216 , 000 tons of briquettes and 3 , 888 , 000 gallons of oil recovery product would be produced per year . Comments : To ensure a thorough analysis of this project ' s potential air quality Impact , we suggest the following Informatlon be Included in the DEIR . 1 . A description of the proposed project , Including Its location , technical Information on all processes , normal and maximum operational parameters , Identification and characterization of all sources of emissions , start—up date , operating schedule , and other air quality related features such as the project ' s Influence on traffic circulation Patterns ;
