Descriptions of the existing air quality at the proposed <br /> project site , topographical and meteorological features hat <br /> may affect pollutant dispersion , the proximity of recapt re <br /> (e . g . hospitals , schools , the general population , and <br /> agricultural vegetation) , and the locations of other nearby <br /> emission sources ; <br /> 3 . Descriptions of the equipment , processes , or other measu es <br /> designed to reduce emission of criteria and noncriteria <br /> pollutants ; <br /> 4 . Estimates of the average and highest emission rates of <br /> criteria and noncrlterla air pollutants ( see attached table <br /> 1 ) . These estimates should reflect both the controlled and <br /> uncontrolled emissions as well as the air pollution control <br /> technologies used at the facility . The bases for the <br /> assumptions and calculations used to determine these estimates <br /> should be clearly stated ; <br /> 5 . A discussion of the potential health effects of all <br /> noncrlterla pollutants ; <br /> 6 . A complete health assessment for noncrlterla pollutant <br /> emissions ( See attached tables 1 and 2 ) . The methods and <br /> pollutants to be considered should be based on the <br /> recommendations of the San Joaquin County Air Pollution <br /> Control District , Air Resources Board , and State Department <br /> of Health Services . Refer to the report , "Health Effects of <br /> 2 , 3 ,7 ,8-tetrachlorodibenzo-p-dioxin and Related Compounds , " <br /> prepared by the Epidemiological Studies and Surveillance <br /> Section of the Department of Health Services , for guidance <br /> on risk assessment methods for dioxins and furans ; <br /> 7 . A discussion of the project ' s potential to induce <br /> population , commercial , or Industrial growth and any <br /> concomitant Increase of air pollutant emissions within San <br /> Joaquin County ; <br /> S . A discussion of the project ' s potential to Induce secondary <br /> emission Increases through the sale of fuel containing the <br /> waste oil fuel additive ; <br /> 9 . A discussion of all applicable local , state , and federal air <br /> quality statutes and regulations pertalning to the project <br /> ( include a discussion of any emission offsets that may be <br /> required to comply with the San Joaquin County Air Pollution <br /> Control District ' s rules and regulations and Identify <br /> any proposed sources of offsets) ; <br />
