Descriptions of the existing air quality at the proposed project site , topographical and meteorological features hat may affect pollutant dispersion , the proximity of recapt re (e . g . hospitals , schools , the general population , and agricultural vegetation) , and the locations of other nearby emission sources ; 3 . Descriptions of the equipment , processes , or other measu es designed to reduce emission of criteria and noncriteria pollutants ; 4 . Estimates of the average and highest emission rates of criteria and noncrlterla air pollutants ( see attached table 1 ) . These estimates should reflect both the controlled and uncontrolled emissions as well as the air pollution control technologies used at the facility . The bases for the assumptions and calculations used to determine these estimates should be clearly stated ; 5 . A discussion of the potential health effects of all noncrlterla pollutants ; 6 . A complete health assessment for noncrlterla pollutant emissions ( See attached tables 1 and 2 ) . The methods and pollutants to be considered should be based on the recommendations of the San Joaquin County Air Pollution Control District , Air Resources Board , and State Department of Health Services . Refer to the report , "Health Effects of 2 , 3 ,7 ,8-tetrachlorodibenzo-p-dioxin and Related Compounds , " prepared by the Epidemiological Studies and Surveillance Section of the Department of Health Services , for guidance on risk assessment methods for dioxins and furans ; 7 . A discussion of the project ' s potential to induce population , commercial , or Industrial growth and any concomitant Increase of air pollutant emissions within San Joaquin County ; S . A discussion of the project ' s potential to Induce secondary emission Increases through the sale of fuel containing the waste oil fuel additive ; 9 . A discussion of all applicable local , state , and federal air quality statutes and regulations pertalning to the project ( include a discussion of any emission offsets that may be required to comply with the San Joaquin County Air Pollution Control District ' s rules and regulations and Identify any proposed sources of offsets) ;
