o Resource Recovery tanks and equipment, within a concrete bermed area, will <br /> be located near the eastern access road. An office and shop building as <br /> well as a warehouse are located on the south-west corner of the access <br /> road, where the main entrance road meets the plant access road. The plant <br /> substation and electrical building are located just to the .north of the <br /> office and shop building. Except for a small guardhouse and scalehouse, <br /> all structures are set back at least 500 feet from Austin Road. <br /> o An evaporation pond will be located in the area bordered by Austin Road, <br /> the main and emergency access roads, and the plant access road. <br /> o A fire water pump and water well are to be located just north of the <br /> plant, set back 180 feet from the A,T8SF railway easement. <br /> Two basic systems are planned which will process biomass and used lubricants <br /> into usable products. The attached drawings M-11 and M-12 illustrate the <br /> inter-dependency of these two systems. The following Sections 2.1 and 2.2 <br /> provide a description of the incoming feedstocks and a narrative of the <br /> process and equipment required for each. <br /> 2.1 Biomass Briquetting System <br /> The biomass briquetting system is basically a fuel preparation <br /> service which will provide a supplemental fuel of greater value than <br /> the biomass mix presently firing the regionâ–şs agricultural and <br /> forest-waste burning power plants. The facility will create a new <br /> fuel source which is predictable, easily handled, and of high heating <br /> value; while decreasing smog and haze resulting from the open- <br /> field burning practices presently employed throughout the state in <br /> agricultural areas. <br /> 2.1.1 Process Design, Structures and Equipment <br /> The equipment consists of a series of material handling <br /> operations as described below and illustrated on the <br /> attached drawing No. M-11: <br /> a) Initially, the raw biomass is loaded into a reclaim <br /> hopper and is conveyed to a classification station. At this <br /> point, the material is seperated by size using a single deck <br /> shaker screen to feed only chips greater than one half inch <br /> diameter into a hammer hog (B-3). The oversized material is <br /> then reduced to one half inch diameter or less. In <br /> addition, a permanent magnet removes tramp metal which might <br /> damage the hog. All equipment is located above ground and is <br /> supported by concrete pads and structural steel . <br /> Maintenance access is provided by ladders and platforms to <br /> the hog, shaker screen, and reclaim conveyor drive <br /> elevations. <br /> b) A belt type outfeed conveyor lifts the classified biomass <br /> to the distribution flight (A-5) conveyor at the intake to <br /> the dryers. The distribution conveyor is designed to <br /> maintain the dryer feed hoppers full at all times. This <br /> 4 <br />
