Steam used for heating of the lubricant at various steps is <br /> generated in a residential-size package boiler. <br /> Blending oil for firing on-site equipment is contained in a <br /> single blending tank (C-9) with hard-piped fi.11 connections <br /> from the finished oil storage tanks and from a diesel fuel <br /> oil tank (C-10) . The diesel fuel oil tank is exempt from <br /> SJAPCD Authority to Construct Permit requirements by Rule <br /> 202h.5, but will be constructed in accordance with <br /> applicable codes. <br /> 2.2.2 Used Lubricant Characteristics <br /> All lubricants basically consist of mixtures of hydrocarbon <br /> groups of paraffin chains, aromatics and naphthene, with <br /> various derivatives of sulfur, nitrogen and oxygen. Used <br /> lubricants such as crankcase drain oil, hydraulic oil, and <br /> industrial lubricants typically contain low concentrations <br /> of contaminants such as metals, chlorides, and sulfur. <br /> Typically, the concentrations of most of these contaminants <br /> In the used lubricant will be well below the state's <br /> standards of purity for recycled oil. To ensure that the <br /> used lubricants delivered to the facility can be safely <br /> processed by the facility, each incoming load will be <br /> screened as follows: <br /> 1.Under California law, though not under Federal law, used <br /> lubricating oil is classified as a hazardous waste and must <br /> be manifested. The manifest of each incoming load will be <br /> checked to determine the source and identity of the load. <br /> No other materials classified as hazardous materials or <br /> hazardous waste are expected to be on-site. <br /> 2. Each incoming load will be sampled and analyzed to ensure <br /> that the the contaminants in the used lubricant can be <br /> properly stored and processed at the facility prior to <br /> acceptance. The primary purpose of the laboratory, <br /> discussed in Section 2.3.2, is to perform the analysis on <br /> the incoming used lubricant as well as the recycled <br /> lubricants. <br /> 10 <br />
