2.2.3 Fuel Use and Emission Control <br /> A blend of recycled waste oil and fuel oil No. 2 will be <br /> the fuel used for firing the steam generator (boiler) . <br /> Approximately 4 gallons per hour of blended fuel oil <br /> will be required during full-load operations. <br /> Fugitive emissions from the lubricant recycling process <br /> will include pollutants from firing the steam generator <br /> burner and volatiles (ROC) from the evaporator column <br /> and the storage tanks. <br /> 2.3 COMMON FACILITIES <br /> 2.3.1 Traffic <br /> No significant increase in traffic congestion and <br /> hazards are expected as a result of plant operation. <br /> Truck traffic will increase by approximately 7 to 9 <br /> trucks per hour, during daylight hours. Only at the <br /> plant entrance will this increased truck traffic be <br /> realized, since trucks will be coming from several <br /> directions (Austin from the south, Arch from the west, <br /> and Mariposa from the north and east) . Traffic control <br /> measures will be developed for consideration by the lead <br /> agency to address the increase in traffic generated by <br /> operation of the plant. Some of the measures to be <br /> considered include the following: <br /> Route control <br /> Hours of truck delivery restricted to daylight hours <br /> Driver minimum qualifications <br /> Truck equipment and inspection requirements <br /> Traffic engineering measures <br /> Truck queing within plant property <br /> On-site truck parking spaces will accomodate six trucks <br /> and unloading areas will accommodate four more trucks. <br /> Additional unmarked areas of the plant will also be <br /> available to handle abnormal surges in truck traffic, <br /> without blocking designated fire lanes. <br /> The increase in personnel vehicle traffic is also very <br /> small . The day shift is expected to be manned by 13 <br /> employees, and all other shifts will require <br /> approximately 3 employees each. The plant will have 29 <br /> paved parking spaces available (plus one handicapped) <br /> for employee and visitor parking. Biomass will be <br /> transported to the facility in live-floor trucks. <br /> Briquettes will be transported from the facility on end <br /> dump or dual-hopper trucks. Used lubricants will be <br /> transported to the facility in vacuum tank trucks. <br /> Every truck entering or exiting the facility will be <br /> weighed on a truck scale (except vacuum tank trucks), <br /> 11 <br />
