1.0 INTRODUCTION <br /> This supplement provides information on environmental effects or concerns <br /> related to construction and operation of the Facility to support the Minor <br /> Subdivision and Use Permit Applications. <br /> Additionally, it describes a number of concerns and mitigation measures <br /> which will be incorporated in the facility design and operation to reduce <br /> or eliminate environmental effects (whether or not these are deemed <br /> significant under CEQA) . Among these are: <br /> o Air Quality - Reduction of open-field burning with attendant <br /> reduction in air pollution in the County area. <br /> Design and operation of facility equipment to limit emissions to <br /> levels below APCD control thresholds. <br /> o Location - Near similar facilities such as city dump and away from <br /> population centers. <br /> Excellent road access. <br /> Central to sources of agricultural biomass materials. <br /> o Odors - Minimization of biomass residence time. <br /> o Water Quality - Project has no process wastewater discharge. Con- <br /> struction of means to contain storm run-offs. <br /> o Hazardous Wastes - Project has no hazardous discharges; project has <br /> no solid or liquid waste discharge. <br /> By providing a system to collect used oil from sources in the <br /> County, and a facility to properly recycle it, the project will <br /> reduce discharges of used lubricants into the environment. <br /> o Fire Protection - Complete onsite fire protection system meeting <br /> County standards and specialized training for employees and fire <br /> district personnel. <br /> 1 <br />
