LOCAL ASSESSMENT COMMITTEE <br /> 1 . Operational limits shall be imposed by the Air Pollution <br /> Control District (APCD) to insure compliance with APCD <br /> health risk criteria and with applicable APCD rules and <br /> regulations . (APCD) <br /> 2 . All used oil received at the facility shall comply with the <br /> requirements for oil set forth in Section 25250 .1 of the <br /> Health and Safety Code. Oil not in compliance with these <br /> requirements shall be classified as off-specification oil <br /> and returned to the source or disposed of at a proper <br /> facility. (APCD) <br /> 3 . The facility shall not accept any oil as a fuel for on-site <br /> burning or storage which has concentrations in excess of the <br /> following: <br /> Arsenic 5 parts per million <br /> Chromium 10 parts per million <br /> Cadmium 2 parts per million <br /> Lead 50 parts per million <br /> Chloride 3000 parts per million <br /> Benzine 77 parts per million <br /> Benzo (a ) Pyrene 12 parts per million (APCD() <br /> 4 . Sludge waste removal and/or disposal shall comply with all <br /> local, state and federal regulations . (Environmental Health <br /> Division) <br /> 5 . Briquettes will be analyzed on a daily basis for contaminants <br /> caused by hazardous materials used on the site . <br /> (Environmental Health Division ) <br /> 6 . etention pond storm water shall not be retained for more <br /> han 72 hours . (Environmental Health Division) <br /> 7 . Discharge from the t tention pond shall be in compliance with <br /> waste discharge requirements of the Central Valley Regional <br /> Water Quality Control Board. (Environmental Health Division ) . <br /> 8 . The on-site laboratory shall be certified by the Department <br /> of Health Services . (Environmental Health Division) <br /> 9 . All used oil as identified by laboratory analysis which does <br /> not meet the criteria specified by Section 25250 .1 of the <br /> Health and Safety Code shall be remanifested, recorded, docu- <br /> mented separately and reported to the Environmental Health <br /> Division within 30-days of testing . (Environmental Health <br /> Division) <br /> 10 . If any of the contaminant tests required are unable to be <br /> completed on-site at the time of delivery, material shall be <br /> tested at an off-site laboratory and results made available <br /> to thenvironmental Health Division prior to acceptance of <br /> the ma erial at the facility.
