LAC Proposed Conditions of Approval <br /> Page 2 <br /> to the Environmental Health Division prior to acceptance of <br /> the material at the facility. (Environmental Health Division) <br /> 11 . All used oil transported to the facility shall be accompanied <br /> by a manifest which describes contents, origin and other <br /> pertinent safety-related information. (Environmental Health <br /> Division) <br /> 12 . The on-site laboratory shall perform analysis on each batch <br /> /A of oil delivered to the facility . Said analysis shall iden- <br /> tify any potential hazardous materials and flamability <br /> potential, and insure that no unknown or off-specification <br /> contaminants are contained in each batch. (Environmental <br /> Health Division) <br /> 13 . oil samples shall be retained by the applicant as specified <br /> by the Department of Health Services . (Environmental Health <br /> Division) <br /> 14 . Records of all used oil collected at the facility shall be <br /> available to authorized inspectors for a period of 3-years . <br /> Analytical results in compliance with Section 25250 .1 of the <br /> Health and Safety Code shall be indicated. (Environmental <br /> Health Division) <br /> 15 . Vapors from the heated oil processing/storage tanks and the <br /> evaporator system vents shall be controlled by the Best <br /> Available Control Technology ( BACT ) as determined by the <br /> APCD. (APCD) <br /> 16 . Continuous stack monitoring shall be performed for nitrogen <br /> oxide . Annual source testing, or more frequently as <br /> determined by the APCD, shall be performed for appropriate <br /> criteria pollutants , particulate matter , and those pollutants <br /> specified in the health risk assessment . (APCD) <br /> 17 . Collected particulate matter from the cyclones or baghouses <br /> shall be tested for hazardous materials . If the materials <br /> are found to be hazardous as defined by applicable regula- <br /> tions, said materials shall be disposed of in a manner <br /> prescribed by law. (APCD) <br /> 18 . Water spray nozzles as required by the APCD shall be in <br /> place and operational prior to acceptance of biomass materia <br /> at the facility . (APCD) <br /> 19 . Fugitive emissions from water evaporation during the used <br /> oil recovery process shall meet standards and be monitored <br /> as required by the APCD. (APCD) <br />
