operator, the owner or operator shall document this <br /> refusal in the operating record. <br /> M. Required Equipment <br /> 1. The owner or operator shall have available at the facility <br /> all required safety and emergency equipment as described in <br /> the approved Operation Plan. <br /> 2. The facility water supply system shall be capable of <br /> providing water in adequate volume and pressure to maintain <br /> water hose streams. <br /> 3. Owner or operator shall maintain access to communications <br /> or alarm systems specified in the approved Operation Plan. <br /> All facility communications or alarm systems, fire protection <br /> equipment, spill control equipment, and decontamination <br /> equipment shall be tested and maintained as necessary to ensure <br /> its proper operation in the time of emergency. <br /> N. Record Keeping and Reporting <br /> 1. Availability, Retention, and Disposition of Records <br /> a. All records, including plans required in this permit, <br /> shall be furnished upon request and made available at <br /> all reasonable times for inspection by any officer, <br /> employee, or representative of the Department, Statq <br /> Water Resources Control Board, or Regional Watet <br /> Quality Control Board. <br /> b. The owner or operator shall maintain until closure is <br /> completed and certified by an independent engineer <br /> registered in California, the following records, <br /> reports, documents, and all amendments, revisions, and <br /> modifications thereof at the owner or operator ' s place <br /> of business and at the facility, so as to be available <br /> at all times to operating personnel: <br /> (1) Operating record. <br /> (2 ) Training records for current employees. <br /> (3) Hazardous Waste Facility Permit, <br /> (z) Waste analysis plan.
