RESPONSE:
While the site does contain a non-productive cherry orchard, the site's two soil types, Cogna clay
loam (CD) and Vignolo silty clay loam (AV), are designated as Prime Farmland and Farmland of
Statewide significance, respectively, by the United States Department of Agriculture, Soil
Conservation Services' Soil Survey of San Joaquin County (October 1988). The area surrounding
the 16-acre parcel is primarily comprised of productive walnut orchards.
6. APPEAL STATEMENT:
'The existing area does contain a concentration of small-scale agricultural operations and
dwellings.'
RESPONSE:
The area proposed for reclassification is more residential than agricultural. It contains residences
(7), a church and related facilities, small orchards (4), and the 16-acre orchard.
Specifically, the area north of Uyeda Road is 7.3 acres and contains five parcels which range in
size from 1.16 acres to 2.4 acres (an average size of 1.94 acres), each of which contains a
residence. These cannot be considered viable agricultural operations.
South of Uyeda Road is a 5.8 acre parcel containing a church, residence, related buildings, and
an orchard; a 1.5 acre orchard; and the 16.37- and 3.57-acre parcels.
Rather than being a Limited Agriculture area, this is a residential island in a General Agriculturd
area. It is surrounded by commercial agricultural enterprises, rather than by small-scal
agricultural operations.
BOARD ACTION:
If the Board wishes to grant this appeal, it should do so with a motion of intent, continuing the
matter to March 2, 1993, the date of the next hearing for General Plan Amendments.
FISCAL IMPACT:
None.
ACTION TO BE TAKEN FOLLOWING APPROVAL:
None.
Sincerely,
G
CHET DAVISSON
DIRECTOR
CD:MTB:fa
enc: Appeal, Minutes, Staff Report
c: R. & B.
