On September 10, 2002, Dennis Catanyag, REHS, called CCT and asked to speak with the General <br /> Manager. He spoke with Cindy Garrison, a manager for CCT and informed her that OES had <br /> reported to EHD that the facility at 1645 N. Cherokee Lane is storing hazardous waste and that he <br /> would be interested in conducting a routine inspection but required permission for entry to inspect <br /> the facility and would also need to meet an employee out there due to the limited operating hours. <br /> She stated that she had no problem with it and asked when would Mr. Catanyag like to make the <br /> appointment for. He requested to do his inspection at 1030 on September 11 and she said that she <br /> would contact Phil Coppel, Superintendent for CCT to allow him to enter the facility and answer <br /> any questions that may arise. <br /> On September 11, 2002,Michelle Sterni Le, REHS, and John Jackson, EHS,performed a <br /> hazardous waste generator inspection (Attachment 2)because Mr. Dennis Catanyag, REHS, was <br /> not available. Ms. Sterni Le, met Mr. Gerry Martinez, Foreman, at the facility. In addition to the <br /> hazardous waste violations that Dennis Catanyag found at his September 5, 2002 inspection, Ms. <br /> Stern Le noted the following: <br /> ->Mr. Martinez informed Ms. Sterni Le that this facility generates about 13 oil filters every <br /> 90 days. He said that he didn't know who the oil filter disposal company was. <br /> ->A new product oil drum was leaking its contents into a 5-gallon bucket, which had holes in <br /> the sides of it, subsequently the oil was leaking onto the ground. Mr. Martinez indicated that <br /> the valve on the product drum of oil was opened by neighboring kids and allowed to drain. <br /> He said that they had tried to add a safety feature on the drum so that it doesn't happen again. <br /> ->Used pressure treated lumber was observed at the facility. Mr. Martinez indicated that the <br /> public was free to take the lumber for flowerbeds. He also indicated that,previously, the <br /> wood had been taken up north and burned under permits. He said he did not know where the <br /> burning occurred. <br /> ->In viewing the facility, Ms. Sterni Le, noticed that there were 2 standpipes erected out of <br /> the ground. It appeared that an underground storage tank might have been located there. She <br /> stuck a stick down one of the tubes and it went down about 2 feet underground. She wrote on <br /> her inspection report that a determination needed to be made by October 3, 2002, and <br /> reported to this office whether an underground storage tank was located on the property. <br /> Following the physical inspection, Ms. Sterni Le and Mr. Jackson went to the office located at <br /> 2201 Washington Street, Stockton. There they met with Mr. Phil Copple, Superintendent. She <br /> asked Mr. Copple for copies of the manifests for the last year. She was given a manifest dated <br /> Sept. 9, 2002. The manifest was for the removal of 800 gallons of oily liquid. Mr. Copple's <br /> assistant then found an invoice on the computer which indicated that their previous disposal date <br /> was May of 2001. <br /> On September 13, 2002, Ms. Sterni Le issued Mr. Copple the inspection report and presented <br /> him with copies of the photos taken from Dennis Catanyag's September 5, 2002 inspection, as <br /> well as, copies of the September 11, 2002 inspection. Mr. Copple indicated that he had <br /> contracted Thorpe Oil to perform the cleanup and waste removal at this site. At this meeting Mr. <br /> Copple provided Ms. Sterni Le with the hazardous waste permit application master form. <br /> Page 2 of 6 <br />
