On October 2, 2002, Ms. Sterni Le, received a statement from Mr. Phil Copple stating that the 2 <br /> pipes observed protruding from the ground where part of the above ground tank fuel system. <br /> On October 8, 2002, Michelle Sterni Le and Dennis Catanyag met with Mr. Phil Copple at the <br /> facility per Mr. Copple's request. Mr. Copple wanted them to view the improvements and to let <br /> him know if more work needed to be done (Attachment 3). Areas within Building 1 still had <br /> contaminated soil. According to Mr. Copple the areas in Building 1 had asphalt underneath it. <br /> Dennis Catanyag asked Mr. Copple if he could sweep up the contaminated soil. <br /> The excavated area in Building 2 still appeared to have contamination. Mr. Copple was going to <br /> have Thope Oil include a soil sample from this area along with the stockpiles for disposal <br /> profiling. <br /> Ms. Sterni Le, informed Mr. Copple that he should include information regarding the disposal <br /> sites and manifest information in his Certification of Return to Compliance. Mr. Copple agreed <br /> that he would. He also made the comment that the site never should have gotten this bad and that <br /> this is what happens when he spends too much time in the office. <br /> On October 15, 2002 Mr. Phil Copple called and asked for an extension to.the October 16, 2002 <br /> deadline for the submittal of the Certification of Return to Compliance.
