Used oil filters and oil that were improperly stored caused hazardous waste disposal to the ground. Store all hazardous waste in Department of Transportation approved containers with the required label and lid. Begin this practice immediately. 12. 66265.31 (CCR) Facility not maintained to minimize the release of a hazardous waste. Fuel and oil stains were observed throughout the facility. Improper storage of used oil filters caused a release to the ground. Maintain facility and begin hazardous waste management practices to minimize the release of hazardous waste to the environment. Remove contaminated soil and handle in accordance to Title 22 Hazardous Waste Law. Correct immediately. 19. 25201(a) (HSC) Stored hazardous waste on site longer than 180 days without a permit or authorization. The most recent manifest generated from this site was September 9, 2002 for oily liquid. The previous manifest for disposal of oily liquid was from January 21, 2002. The most recent manifest for the oily rags was dated May 1, 2001. Remove all hazardous waste that does not have an accumulation start date immediately. 20. 66262.34 (CCR) Failed to properly label containers of hazardous waste. The following items did not have label with the required information including 1) Business Name 2)Business Address 3) Contents 4) Physical State 5) Hazardous Properties 6) Accumulation Start Date: 1- 5 gallon bucket of contaminated soil located in Building 1 1- 55 gallon drum of oily sludge located on the East side of the property 2- 55 gallon drums of used absorbent located in Building 1 2- 55 gallon drums of oily rags located in Building 1 1-5 gallon bucket used to collect new oil dripping spillage located in Building 1. 2- 55 gallon drums of used oil filters located in Building 1 1- 5 gallon bucket of used oil filters located in Building 1 16-55 gallon drums from the monitoring wells Label all containers of hazardous waste with the required information immediately. 21. 66265.173(a) (CCR) Failed to keep containers of hazardous waste closed except when adding or removing contents. The following containers were found open: 1- 5 gallon bucket of contaminated soil located in Building 1 1- 55 gallon drum of oily sludge located on the East side of the property 2- 55 gallon drums of used absorbent located in Building 1 2- 55 gallon drums of oily rags located in Building 1 1-5 gallon bucket used to collect new oil dripping spillage located in Building 1.
