Bills of lading for the recycling of used oil filters for the last three years were not found on <br /> site. A copy of each bill of lading must be kept on site for at least three years. Immediately locate a <br /> copy of all bills of lading for used oil filters for the last three years, maintain them on site (not just at the <br /> Port of Stockton office), and submit copies to the EHD by July 12, 2012. Please include a copy of the <br /> bill of lading of the used oil filters identified in the December 2009 hazardous waste inspection, which <br /> Dave stated had already been disposed during an interview today. <br /> 301. Oil or grease were released to gravel and possibly soil under to the gravel next to track in the <br /> hanger. Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or <br /> release of hazardous waste to air, soil, or surface water which could threaten human health or the <br /> environment. Immediately clean up the impacted gravel or soil, and manage the waste according to <br /> Title 22 hazardous waste regulations. Submit a copy of the disposal receipt of the waste, and statement <br /> and supporting documentation explaining how this waste was managed by July 12, 2012. <br /> 305. Oil from used oil filters were drained into secondary containment meant for two 55-gallon drums of <br /> drained oil and gasoline filters. Facility shall maintain spill control and decontamination equipment, and <br /> tested if required, to assure its proper operation in time of emergency. Immediately dispose the oil in the <br /> secondary containment and submit a copy of the disposal receipt to EHD by July 12, 2012, and continue <br /> to maintain all spill control equipment per this section. <br /> 610 (Repeat). Three used oil filters were not stored in a container. Used oil filters must be drained, <br /> stored in a closed, rainproof container, labeled as "drained used oil filters," and marked with an <br /> accumulation start date. Immediately ensure that all used oil filters are managed in this way. Violation <br /> was corrected on site. <br /> 812 (Repeat). No disposal records of universal wastes were kept on site. Facility shall retain a copy of <br /> each disposal record of universal waste for at least 3 years on site. Submit to EHD by July 12, 2012 a <br /> copy of each disposal records of universal wastes the last 3 years, including disposal records of the <br /> universal waste lamps, CRT, and electronic parts identified in the December 2009 hazardous waste <br /> inspection, which Dave stated had been disposed during an interview today.
