Advanced
GeoE nviron mental, Inc . -
27 February 2009
AGE-NC Project No. 95-0103
Ms. Margaret Lagorio
Mr.Nuel Henderson
San Joaquin County Environmental Health Department FEB 2009
600 East Main Street ENVIRONMENT HEALTH
Stockton, CA 95202 PERMIT/SERVICES
Subject: Request For Suspension of Remediation and
Reduction of Quarterly Ground Water Monitoring
CHAPIN BROTHERS, INC.
1766 Monte Diablo Avenue, Stockton, California
Dear Ms. Lagorio:
On behalf of Mr. Russell Chapin of CHAPIN BROTHERS INVESTMENTS., INC. Advanced
GeoEnvironmental,Inc. (AGE)has prepared this letter to request a suspension of corrective action
(ground water extraction) to establish a dissolved contaminate rebound after 18 months of active
remediation (2.2 million gallons since September 2007 and 5.7 million since April 2002); thus
evaluating the cost effectiveness of the corrective action. Based on the dissolved hydrocarbon
concentrations detected recently and the concentrations documented following the previous hiatus
of ground water extraction (2005-2007), the residual dissolved hydrocarbons are stable to the site
or stable well previously remediated(MW-3 and MW-5);therefore,the site poses a low threat to the
off-site ground water.
Additionally reduction of quarterly ground water monitoring(wells MW-1 through MW-7)at 1766
Monte Diablo Avenue, Stockton, California (site). A sampling reduction to wells with relevant
hydrocarbon impact: MW-4 and VE-6;with annual sampling of wells which have been remediated
or remain outside the dissolved plume boundary: MW-1,MW-3 and MW-5 . This schedule should
begin in the first quarter 2009 and evaluation of the corrective action will be based on these data.
As you are aware, costs associated with the cleanup effort at the site were reimbursed by the
California State Water Resources Control Board(SWRCB)under the Underground Storage Tank
(UST) Cleanup Fund. However, Mr. Chapin was recently notified by the UST Cleanup Fund that
future reimbursements by the State would be delayed as much as 18 months. Due to the costs of
remediation activities (energy, discharge cost for water disposal and equipment monitoring costs)
and ground water monitoring activities at the site, Mr. Chapin has accrued over $82,000 of
remediation and monitoring expenses that have not been reimbursed by the UST Cleanup Fund.
837 Shaw Road, Stockton.
