During the last eighteen (18) years as a UST Cleanup Fund <br /> Claimant, I have been working through the regulatory process to accomplish a clean <br /> site (Closure) at 1766 Mt. Diablo Stockton, Ca <br /> During this period I have been able to observe the workings of State Water Resources <br /> Control Board, UST Tank Fund, as well as the San Joaquin County Environmental <br /> Health Department. I believe it is unfortunate to have a group that does not place the <br /> best interests of our industry at its forefront. Nor support strategic and efficient use of <br /> the UST fund finances. I have many times reminded all stake holders that the financial <br /> responsibility for our UST fund is of great concern and ultimately paid by the tax payer <br /> After walking through this process for the many years I believe: the most pressing <br /> issues during this period as follows: <br /> I The management team of Environmental Health Dept. lacks both the <br /> capability administratively and technical skill for our best interests <br /> 2 The Environmental Health Dept. has not supported a strategic and efficient <br /> use for the finances of the UST funds. <br /> 3 That the Environmental Health Dept. is more suited to handle matters of <br /> food and health concerns rather than the huge task confronting the tank <br /> owners. <br /> 4 State Water Resources Control Board (SWRCB) goals and objectives not <br /> properly defined needed is a current review of Articles Of Intent & Purpose <br /> set out for UST Closure. <br />
