January 22. 1997 performed a review of work accomplished and account <br /> reconciliation related to the soil and groundwater remediation performed at 1766 Mt. <br /> Diablo by the firm of Lush Associates. Action taken to terminate the firm of Lush <br /> Geosciences, and file a formal complaint to remove his license. <br /> February 24, 1997 Received pre-approval of Corrective Action Plan #557 under <br /> signature of Ismanuel Jacobs with Resources Control Engineer U.S.T Cleanup Fund. <br /> March 19, 1997 Chapin Bros received the delivery from the U.S.T. FUND used <br /> equipment King Buck Catalytic and oxidation system (soil vapor extraction system). <br /> This equipment was not complete, parts missing etc. causing many hours of non- <br /> operational time and expense. <br /> March 28, 1997 In accordance with my request Advanced Geological <br /> Engineering conducted a review of the soil vapor extraction (SVE) network. On location <br /> the air sparging (IAS) network was installed at this site the review was conducted to <br /> determine if a need for additional wells and networking was expected also including the <br /> soil beneath the building. <br /> March 28, 1997 we continued to receive delinquent notices from the office of San <br /> Joaquin Public Health Services. These charges were to be reversed in 1992. Only one <br /> tank fee was reversed leaving a balance of $978.26. Many attempts to correct this <br /> over-billing failed. I referred this matter to Sen. Patrick Johnson, and Mr. Rick Aguilera <br /> assistant to supervisor Gutierrez. Both parties referred this complaint to Terry <br /> Dermody, S.J. County Counsel. Results-the County stopped billing <br /> April 1997 Operation of the Vapor Extraction commenced at 1766 Mt. Diablo <br /> Ave. In 1997 an in site Air-Sparging (IAS) system was initiated in March of 1997 and <br /> was operated in conjunction with the SVC system until June 1999 <br /> October 28"' 1997. Advanced Geological Engineering provided a status update <br /> on the Soil Vapor Extraction/Air Sparging Operation noting repairs to the King Buck <br /> service and maintenance defects, the fragilities of the Soil Vapor Extraction unit have <br /> increased support time required although the system through October 1997 operated <br /> with less than twelve (12) hours of non-operational time. A total of 546 lbs. or 87 <br /> gallons of hydrocarbons as gasoline were removed by the soil evaporation unit. Also <br /> noting the rise in ground water table at this site. <br /> Has reduced the effectiveness of the soil vapor extraction system. Noting further <br /> that the unit has currently not operated with a stable status. <br /> December 27, 1997 Tank Fund provided Pre-Approval for Soil Vapor Extraction <br /> upgrade. <br /> r. <br />
