November 17 2003. Advanced Geo Environmental Inc. submitted an Additional <br /> Assessment Work Plan the oblective of this investigation is to assess the amount <br /> of remaining contamination in soil and ground water beneath the site building; the <br /> scope of work includes the advancement of five (5) soil borings at thirty-degree <br /> angles under the building. <br /> Results of these boring have not been received will be submitted when received <br /> Current Status of Site: <br /> • The effort to clean site continues with diminutive returns <br /> • Present property value on this site has been reduced to less than <br /> $25,000.00 <br /> • Chapin Bros Inc. has a net operating loss of over $200,000.00 <br /> • Under ground Tank Funds expenditure approximately $600,000.00 <br /> Previous action taken requesting this site be considered for a low risk closure <br /> was denied. Comments from the San Joaquin County Environmental Health <br /> Dept. upon denying my request were simply "money was not an issue" in their <br /> consideration. <br /> August 10, 2004 <br /> ATC ENGINEERING COMPLETED AND SUBMITTED REQUEST FOR <br /> CLOSURE FOR CHAPIN BROS. INC. PROPERTY AT 1766 MT. DIABLO for the total <br /> cost of $10,419.96 This report discussed and recommended NO FURTHER ACTION <br /> REQUIRED. Criterion 3 Contaminants Remaining in the varidose zone cannot migrate <br /> in soil vapor or leach at concentration that would create groundwater to exceed water <br /> quality objectives. Criteria 4 There are no existing water wells, surface water of other <br /> receptors threatened by the remaining contaminants in soil or groundwater. Criteria 5 <br /> Pollutants remaining in groundwater do not create or threaten to create a risk to human <br /> health and safety, or to future beneficial use(s) of groundwater. PATTERN'S OF <br /> EXISTING AND FUTURE DEMANDS FOR USABLE WATER RESOURCES IN THE <br /> AREA MUST BE CONSIDERED IN DETERMINING WHAT PERIOD OF TIME IS <br /> REASONABLE TO REACH NON-DETECTABLE (OR BACKGROUND <br /> CONCENTRATIONS). Criteria 6 the plume is stable and sufficiently limited in lateral <br /> and vertical extent and contaminant concentration detected in groundwater show a <br /> decreasing trend with time. <br /> October 4, 2004 San Joaquin County Environmental Health Department (EHD) <br /> response contained general and specific response to ATC Engineering Closure Report. <br /> With specific response to the above mentioned criteria. Environmental Health Dept. <br /> comments were very critical. Environmental Health Dept notes that even with <br /> acceptable models that support either ceasing groundwater remediation or a site <br /> closure consideration, it is most likely a period of monitoring will be necessary to <br /> validate the models. <br />
