Nov. 28, 2004 ATC Engineering submitted a response to Environmental Health Dept. <br /> and a petition for Closure was provided to State Water Resource Control Board for <br /> review of the site closure. <br /> January 7. 2005 Environmental Health Dept responded to ATC to the revised Closure <br /> report dated November 23, 2004. In summary, the Environmental Health Dept. <br /> remains concerned that the model produced by ATC Engineering is not sufficient to <br /> confidently predict future behavior of the plume of dissolved contaminants such as <br /> Environmental Health Dept can't concur with the closure recommendation. In the <br /> opinion of the Environmental Health Dept the model presented has several deficiencies <br /> January 7, 2005 State Water Resource Control Board responded they had received <br /> petition for case closure of underground storage tank site, 1766 Mt. Diablo requesting <br /> continue of any ongoing monitoring and reporting of site conditions while reviewing <br /> petition. <br /> January 25, 2005 Environmental Health Dept. letter to UST Program (CYA) comments <br /> on Petition For Closure of Underground Storage Tank site. An attempt to justify the <br /> process. <br /> February 16, 2005 Advanced Geological Inc. passed on a request by SWCB (Dennis <br /> Parafitt to submit a letter requesting Site Closure Appeal to be held in abeyance until <br /> such time additional information is available. Which will support the closure. <br /> February 17, 2005 California Regional Control Board Appeal denied Response that a <br /> significant contaminant mass and concentration remain at the site and that a no further <br /> action required letter should not be issued at this time. <br /> The responsible party has not adequately demonstrated that the plume will remain <br /> stable after sation of active remediation by groundwater pump and treatment, that <br /> contaminant mass is reducing as the result of natural attenuation, nor properly projected <br /> when water quality objectives will be met. <br /> February 18, 2005 the ATC Engineering firm prepared a revised request for Closure <br /> Report sent to Dennis Parafitt State Water Resource Control Board. <br /> March 6, 2005 State Water Resource Control Board letter of support requesting a work <br /> plan to evaluate plume response under natural conditions without the benefit of active <br /> engineered remediation. The work plan should also include such additional assessment <br /> measures necessary to formulate reasonable updated contaminant mass estimates. <br /> On March 17, 2005 Advanced Geological Engineering prepared a work plan to <br /> Environmental Health Dept. to assess the mass of remaining contaminants in ground <br /> water without the operation of the ground water extraction network. <br />
