BUC HEALTH SER ICESPUQuN
SAN f OAQ -W COUNTY
r.-
A\ ."
a:
in. X
JOGI KHAMNA M.D..M.P.H.
Health Officer .. P
P.O. Box 2009 • (1601 East Hazelton Avrnue) • Stockton, California 95201
(209)468.3400
FRED LONG
PDM STROCAL
2324 NAVY DRIVE [ MAR 2 3 1992
STOCKTON CA 95203
RE: PDM STROCAL SITE CODE: 18952
2324 Navy Drive
Stockton CA 95203
San Joaquin County Public Health Services, Environmental Health
Division (PHS/EHD) has recently evaluated documents in the file
for the above mentioned site and has the following comments for
your consideration.
Reports which have been submitted have not been reviewed and
signed by a registered professional as required by Sections 6735,
7835, and 7835. 1 of the California Business and Professions Code.
The input of a registered professional is essential for the
proper assessment of your site.
Residual contamination, 51 ppm total petroleum hydrocarbons -
diesel, remains after the re-excavation attempt of June 1989.
The sample confirming contamination was taken at a depth of less
than 5 feet to groundwater; therefore, ;the Leaching Potential
Analysis cannot be applied. The Leaching Potential Analysis is
used to determine the amount of contamination which can be left
in place. The contamination which remains should be defined by
soil sampling and be supported by groundwater monitoring data.
The groundwater gradient of the site has not been established and
one sampling well is not located within 10 feet of the former
tank pit in a verified downgradient direction. In the
circumstance when nearby wells are not available to establish
groundwater gradient, a minimum of three monitoring wells are
necessary to establish groundwater gradient. There already :are
located on site two monitoring wells, MW-1 and MW-2 .
Unfortunately, PHS/EHD documents indicate that MW-2, near the
western boundary of the re-excavation, is improperly constructed.
Depth to groundwater was previously above the screened interval
of the well. If after the next monitoring event the depth to
groundwater remains above the screened' interval, this well cannot
be used as a sampling well; but, it can be used as one of the
three wells necessary to establish groundwater gradient.
A Division of Can Joaquin County Hcaith(are Services
7
