(Canonie) is pleased to provide PDM <br /> Strocal , Inc. (PDM) with this response to the issues presented by the San <br /> Joaquin County Health Department in their April 9, 1990 letter. In <br /> Canonie's opinion the value of additional investigative work in the former <br /> tank area at the PDM site is limited, and as stated in the August, 1989 <br /> Soil Remediation Report, Canonie considers closure of the former diesel <br /> underground storage tank complete. Canonie's response to specific issues <br /> of the letter are provided below. <br /> Item A: Soil Clean-up Levels <br /> Soil clean-up levels are not established for underground storage tank <br /> clean-ups where depth from contamination to ground water is less than 5 <br /> feet, rather they are to be set by a local regulatory agency. Ideally, the <br /> clean-up objective was nondetectable concentrations of total extractable <br /> petroleum hydrocarbons. At the PDM site, field observations of soil color <br /> and odor were required to determine the lateral extent of excavation to <br /> remove contaminated soil . Vertically, the excavation was completed to <br /> approximately ten feet (ground water) . The final limits of excavation are <br /> shown on Figure 1 . Eight verification samples were taken from the sidewall <br /> of the excavation to confirm removal of contaminated soils. Agency <br /> representatives were notified but were not present during remedial <br /> activities. <br /> The results of the verification samples indicated a concentration of 51 <br /> milligrams per kilogram (mg/kg) for one sample from the western sidewall <br /> and a concentration of 37 mg/kg for one sample for the eastern sidewall <br /> (Table 1) . All other verification samples indicated nondetectable <br /> concentrations. <br />
