Ms. Glend 2 1 16, 1990
According to the Leaking Underground Fuel Tank (LUFT) Field Manual in areas
where the depth to ground water is less than 5 feet from soil
contamination, a "Category 3" investigation is required. The Preliminary
Investigation of Ground Water proposal for the PDM site which was submitted
to San Joaquin County, conforms to the Category3 Guidelines. No agency
response to this proposal for ground water investigation has b
Canonie has contacted the San Joaquin County Flood Control District which
monitors ground water levels, and develops ground water gradient maps for
San Joaquin County. A representative of the district reported a
predominately westerly flow for ground water in the area of the PDM site.
An existing monitoring well , MW-2 (Figure 1) was constructed in this
downgradient location in the immediate influence of the former tank. area
(within 2 feet of excavation limits) . Samples were obtained from
Monitoring Well MW-2 following completion of the soil removal , and results
of this sample was reported in Canonie Environmental Services Corp. , 1989,
"Soil Remediation Report, PDM Strocal Inc. 's Site, Stockton, California,
August". This sample indicated non-detectable concentrations of petroleum
products. A well sample taken on May 4, 1989 also indicated nondetectable
concentrations of diesel fuel . MW-2 was sampled by Beta Associates in
August 1987. This sampling also indicated nondetectable concentrations of
diesel fuel .
These low concentrations of diesel fuel in soil , the lack of detectable
concentrations in a down gradient monitoring well , and the removal of the
source area support the conclusion that soil removal is complete.
Item B: Soil Remediation Options
Canonie will evaluate several remedial options for soil which was
stockpiled on-site during the excavation of the former tank pit.
Approximately 260 cubic yards of soil with an average concentration of 208
mg/kg will require treatment or disposal . Canonie will evaluate the
following options on the basis of cost and effectiveness:
1. No further action;
2. Disposal at a Class III landfill with no treatment;
3. Disposal at a Class I landfill with no treatment;
4. Reduction of fuel levels by enhanced biological degradation;
5. Solidification and disposal at Class III landfill ;
6. On-site fixation.
The results of the cost and effectiveness analysis will be reported to PDM,
along with Canonie's recommended remedial option.
CanonieEnvironmental
