Aerosol cans are being isposed of without first determining the hazardous properties. Aerosol cans <br />that were not completely e pty were observed in the trash can. Two aerosol cans with product still <br />inside were observed on th ground in the yard. Any person who generates a waste shall determine if <br />the waste is a hazardous aste. Immediately stop disposal of aerosol cans, make a hazardous waste <br />determination, and manag them according the Title 22 hazardous waste regulations. Submit a <br />statement and supporting ocumentation explaining how this waste was managed by July 30, 2011. <br />REPEAT VIOLATION <br />11. Oil stains were observe on the ground around a 55 gallon blue steel drum which previously held <br />used oil. Staining was also observed around the metal recycling bin. The holes in the bottom of the bin <br />allow liquid to run out onto the soil. Facilities shall be maintained and operated to minimize the <br />possibility of a fire, ex'IosiO , or release of hazardous waste to air, soil, or surface water which could <br />threaten human health or t e environment. Immediately clean stains and removal all stained soil, and <br />manage according to Title 2 hazardous waste regulations. Take all necessary action to prevent future <br />releases to the environmen . Submit a statement and supporting documentation explaining how this <br />waste was managed by Jul 30, 2011. <br />REPEAT VIOLATION <br />15. The spill containment fo the used oil drums was observed with standing liquid and saturated rags in <br />the bottom. All facility com unications and alarm systems, fire protection equipment, spill control <br />equipment, and decontamin tion equipment, shall be tested and maintained as necessary to assure its <br />proper operation in time ofmergency. Spill containment shall be maintained clean and dry at all times <br />so as to detect a leak at theIearliest opportunity. Immediately remove and properly dispose of all <br />hazardous waste from spill containment, and maintain all spill containment clean and dry at all times. <br />REPEAT VIOLATION <br />20. A 20 gallon steel drum o metal shavings was labeled with only the contents. A 55 gallon black steel <br />with out a hazardous property listed and a hazardous waste label that <br />drum of used oil was obsMg'allon <br />was faded by the sun. A black steel drum of sludge and waste solids was observed with a <br />hazardous waste label with the information faded off. Five buckets and containers of used oil were <br />observed near the used oil storage drums without labels.
