QX-88-1 page 3
4 . The application notes that the gas line may have to be relocated
to facilitate excavation. In the event that the line is moved,
how will it be moved, and where will its new location be?
5 . The site plan should indicate the time period for each phase
(i. e. "1 year per phase" ) .
6 . Calculations are needed for each phase indicating the approxi-
mate amount of overburden to be removed, and material to be
excavated.
7 . When the full application is submitted, please submit a total
of 15 copies of the application (instead of the usual 10 copies)
in order to accomodate an expanded referral list.
Reclamation Plan:
1 . Show the actual sequencing of reclamation, how the phasing
will be done, where the overburden will be stockpiled, finished
slopes, and the details for revegetation. Detailed information
on the permanent reclamation and landscaping is necessary.
2 . An assessment of the effect of implementation of the reclamation
plan on future mining in the area is necessary (per SMARA
Section 2772 , refer to attached letter from the Division of
Mines and Geology) .
3 . Any stockpiles of overburden that are expected to be stockpiled
for longer than one year shall be temporarily revegetated
to minimize water and wind erosion (per CAC Section 3502 ,
refer to attached letter from the Division of Mines and Geology) .
Financial Guarantee:
1 . Provide a dollar proposal.
2 . Provide the calculations used for the proposal, including
dollar estimates for time, material, and equipment.
Conclusion:
Based upon the scale and extent of the excavation proposed, and
the large amount of habitat and topography to be modified, the
preparation of an Environmental Impact Report may be necessary
for this project.
The Reclamation Plan could be included in the EIR, and could serve
to implement the mitigation measures of the EIR. It should be
noted that an environmental assessment (Initial Study) has not
been done for this pre-application, but would be done soon after
the full application is submitted. At that time, staff may deter-
mine that a full EIR is appropriate.
KS: jdh
