Channel, Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR -Notice to Comply) <br />This is the final version of the Official Inspection Report This version supersedes the previous <br />Checklist Only provided on 6/18/2014. <br />128. Bills of lading for the recycling of used oil filters for the last three years were not found on site, and <br />failed to return to compliance for the same violation cited in the 08/30/2013 Report. A copy of each bill <br />of lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for <br />used oil filters for the last three years, maintain them on site, and submit copies to the EHD by <br />9/15/2014. <br />301. Witnessed spillage of waste at "Gate T1" (Photos #5,7), "Building West" (Photo #15), outside "73" <br />trailer (Photo #20), "Building North" (Photos #26), and "Building South" (Photos #37, 38, 39); also failed <br />to return to compliance for the same violation cited in the 08/30/2013 Report.. Facilities shall be <br />maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to <br />air, soil, or surface water which could threaten human health or the environment. Immediately clean up <br />the spill and dispose of the wastes generated from the clean up in accordance to Title 22, and begin <br />operating facility in a manner that will minimize the release of hazardous waste, and submit evidence of <br />correction to the EHD by 9/15/2014. <br />304. Other than soda ash for acid spills, did not observe availability of spill control / decontamination <br />equipment appropriate for the various hazardous wastes and materials stored at this facility; also failed <br />to return to compliance for the same violation cited in the 08/30/2013 Report. Facility shall be equipped <br />with portable fire extinguishers, fire control equipment, spill control equipment, and decontamination <br />equipment for release of hazardous waste. Immediately provide spill control and decontamination <br />equipment, and submit evidence of correction to EHD by 9/15/2014. <br />404. Witnessed multiple hazardous waste containers open (Photos #9,8,11,12, also Item #108 for any <br />container determined to contain hazardous waste) during this inspection, and failed to return to <br />compliance for the same violation cited in the 08/30/2013 Report. Hazardous waste containers shall be <br />closed at all times except when adding or removing waste. Immediately close these containers and <br />ensure all hazardous waste containers are closed when not adding or removing waste.
