Box 2009 PERMIT/SERVIC-ES <br />Stockton, CA 95201 <br />Subject: SHOP NO.130 - 6970 WEST LANE, STOCKTON, CALIFORNIA - <br />TRANSMITTAL OF TECHNICAL DATA ON REPLACEMENT UNDERGROUND <br />TANK LEAK DETECTION SYSTEM & NOTIFICATION TO FRANCHISEE <br />Dear Ms. Briggs, <br />Attached is a copy of the technical data for the Mine Safety <br />Appliance (MSA) "Tankgard" Leak Detection System installed at the <br />above location on February 3, 1993, to replace the original <br />"Pollulert" Leak Detection System which was destroyed by an <br />electrical short in the unit. <br />Also attached is a blueprint, Sheet 11PP-111, that was part of the <br />submittal package we transmitted to Mr. Dan Moe to obtain our <br />Underground Storage Tank Installation Permit 5 years ago. You <br />will note that there is no mention of a "High Level Alarm" <br />(Overfill Protection Alarm) as it is impossible to overfill the <br />waste oil collection system. As explained to you during your <br />inspection of February 3, 1993; the collection system works on <br />gravity flow, ie, there are no pumps of any sort attached to the <br />collection system; and the highest possible waste oil level would <br />be at the top of the trolley drain pans in the lube pit, which is <br />below the top of the spill containment box over the waste oil <br />tank. As such, installation of a high level alarm would serve <br />absolutely no purpose, and could only be done by breaking out <br />concrete and disrupting our operations for several days. <br />We have demonstrated that the replacement leak detection system <br />works; and performed a precision test of the system; and would <br />appreciate your efforts in finally issuing us an Underground <br />Storage Tank Operating Permit as soon as our franchisee has met <br />your requirements in terms of a Hazardous Materials Business Plan. <br />Larry Bell cc: F.R.
