OT Z QU, ( r
To; All Econo Lube N' Tune locations.
Subject: Monitoring requirements for underground storage tanks.
On January 1, 1984 the State Underground storage Tank Law became
effective. The purpose of this law is to regulate underground tanks
containing hazardous materials in order to protect the groundwater and
public health from the effects of leaks from these tanks. The law imposes
several requirements on owners of underground tanks, including the application
of a permit to operate an underground tank and the implementation of an
approved method to monitor the underground tanks for leaks.
There are eight different approved methods to monitor the tanks for
underground leakage. We have chosen method seven, which is outlined
below. This requires a we9kly monitoring of your waste oil tank.
1. Once a week on a day of your choosing, you will be required to
stick the waste oil tank. Record the date and the reading in
the beginnining stick reading column on the form furnished to
you by Econo.Lube N' Tune. After a period of 48 hours, you
must stick the tank again and record the reading in the ending
stick reading column of the same form. DURING THIS 48 HOUR
PERIOD, YOU CAN NOT PUT ANY THING IN OR TAKE ANYTHING OUT OF
T11E WASTE OIL TANK.
2. A variance of + or minus 5 gallons will require notification
by you to the Econo Lube N' Tune Operations Dept. This must
be done immediately upon finding a possible leak. We have
attached a form in the event that this problem should arise.
3. You are also reminded that the only substance that you can
dump into the tank is waste oil. Solvents, Carburetor dip,
anti -freeze, or fuels are strictly prohibited.
4. Part of this law requires that the entrance to the waste oil
tank be secured to prevent any illegal input or removal from
the tank. Most of our locations have a padlock device on the
tank because of the past theft of waste oil. If your location
is not capable of being locked, immediate steps should be taken
to do this.
Any questions regarding this program should be directed to me.
Dean Maakestad
Operations Dept.
