• <br /> SAN JOAQUIN COUNTY <br /> ENVIRONMENTAL HEALTH DEPARTMENT <br /> 600 East Main Street, Stockton, California 95202-3029 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.s*Qov.org/ehd/unitiii.htmi <br /> CONTINUATION FORM Page: 3 of 6 <br /> OFFICIALINSPECTION REPO T Date: 03/08/11 <br /> Facility Address: 16900 Schulte Road Tracy CA Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Class II Violations: <br /> 7) Failed to determine if a waste is a hazardous waste: <br /> At time of inspection: <br /> -1 leaking, damaged bottle of Dial natural radiance bodywash in a box, returned from a retail store, in the process of being <br /> shipped to the Product Return Center(PRC), Carolina logistics in Lathrop CA <br /> -1 broken bottle of Soft and silky, vanilla silk, silk serum in a box, returned from a retail store, in the process of being shipped <br /> to the Product Return Center(PRC), Carolina logistics in Lathrop CA <br /> -1 empty bottle of Windex multi surface antibacterial spray,without a lid,with evidence of spillage in the box, returned from a <br /> retail store, in the process of being shipped to the Product Return Center(PRC), Carolina logistics in Lathrop CA <br /> -1 empty bottle, with a large crack in the bottom of the bottle, of 99% Isopropyl alcohol in the GM area of the warehouse <br /> -analytical results on site, dated 7/30/10, labelled Groceries,Truck Shop, Recycle Center Produce, used for hazardous <br /> waste determination are incomplete. <br /> -metal fines from the band saw in the maintenance shop(2 locations produce and grocery)were being thrown away <br /> Cease disposal of theses wastes and similar wastes in the trash. Immediately make a hazardous waste determination <br /> pursuant to Title 22 hazardous waste regulations and handle accordingly or handle as hazardous waste. Within 30 days <br /> provide written documentation describing how these wastestreams were handled. <br /> 11) Facility not maintained to minimize the release of a hazardous waste: <br /> At time of inspection: <br /> -Large dark oily stains were seen at the loading rack of the diesel ASTs <br /> -Liquid was allowed to leak from the batteries of the forklifts onto the concrete with no facility response to clean up the waste. <br /> Near one forklift the concrete floor appeared to have been deteriorated from the acid. Several areas in the forklift storage <br /> area appeared to have been stained with battery acid. <br /> -1 empty bottle, with a large crack in the bottom of the bottle, of 99% Safeway brand isopropyl alcohol was seen on a pallet in <br /> the GM storage area of the warehouse <br /> Facilities must be maintained in a way to minimize the release of a hazardous waste or hazardous waste constituents to air, <br /> soil, or surface water which could threaten human health or the environment. Immediately clean the affected areas, handling <br /> the hazardous waste pursuant to Title 22 regulations and begin this practice of maintaining the facility in such a way to <br /> minimize the release of a hazardous waste. <br /> 15) Failed to maintain all decontamination equipment: <br /> At time of inspection: <br /> Spill containment, in the truck shop, had free standing oily liquid waste in it. Diesel fuel, and other types of oil were being <br /> stored on top of the containment in transfer containers. All facility communications or alarm systems,fire protection <br /> equipment, spill control equipment, and decontamination equipment, where required, shall be tested and maintained as <br /> necessary to assure its proper operation in time of emergency. Immediately begin this practice. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Received By: Title: <br /> EHD 23-02-0Rev 08/10/10 CONTINUATION FORM <br />
