Training records on current personnel shall be kept until closure of the facility. Training records on former employees shall be kept for at least three years from the date the employee last worked at the facility. Immediately provide employees with initial or refresher hazardous waste training. Within 30 days, provide this office with a copy of the roster and the syllabus which meet the requirements of 66265.16 CCR (California Code of Regulations). 78) Failed to store UW batteries in a closed container and in a manner to prevent releases to the environment. At time of inspection 2 AA alkaline batteries were seen on the ground in the parking lot near the diesel ASTs, 4 as batteries were seen in a 55 gallon drum that appeared to have once held orange paint, and 2 unknown size batteries were seen in the medical waste container in the grocery maintenance room. UW batteries must be stored in a closed container and in a manner that prevents breakage and releases to the environment. Immediately begin this storage practice. 83) Failed to label UW to identify type of waste: At time of inspection: UW lamps and Alkaline batteries were not labeled adequately. Universal containers must be labeled at a minimum, "Universal Waste"and the type of waste being stored. Immediately properly label containers of UW. 84) Stored UW on site for more than 1 year: At time of inspection: it could not be demonstrated how long all Universal Waste on site had been stored. UW on site includes Aerosol cans, Lamps, and Batteries. Universal Waste may only be stored on site for up to one year. Immediately have all Universal Waste removed and provide this office with a copy of the shipping record. Within 30 days, April 18, 2011 provide this office with a copy of the Return to Compliance Certification, with a statement addressing how each of the above listed violations have been corrected. Provide this office with any necessary and/or requested supporting documentation. Notes: This facility generated 77.228 tons of hazardous waste in 2009. The phone and address for county IDES in the contingency plan is incorrect At time of inspection it was not clear how the oil water separators and or"sumps"were plumbed or used. There is a discrepancy between the number of oil water separators employees have identified versus what was identified on the facility map. Submit in writing how many separators, sumps, this facility has and how the waste is managed in them. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122).
