0 <br /> Safeway <br /> Tracy Distribution Center <br /> Truck Repair Shop <br /> Used Oil Tank Assessment and Certification <br /> Safeway generates used oil at the Distribution Center and stores the oil in an above ground <br /> steel tank. Because of the used oil,a non-RCRA waste, the material is designated as a <br /> California hazardous waste. San Joaquin County Environmental Health Department <br /> (SJCEHD)required Safeway to prepare an assessment of the treatment system under <br /> California's Code of Regulations(CCR) section 66265.192-Design and Installation of New <br /> Tank Systems or Components(See Attachment A). The citation requires owners of hazardous <br /> waste storage tanks to evaluate the adequacy of the tank systems and to certify the adequacy <br /> for use. For Safeway,the assessment includes a used oil tank and the associated piping and <br /> pump that convey drained oil from trucks,compressors, and hydraulic systems to the storage <br /> tank. <br /> Background <br /> Safeway generates used oil at the Distribution Center within the Truck Repair. Used oil is <br /> currently stored in a 1,000-gal single-walled steel tank that was installed in 1992. (See <br /> Location Plan and Detail in Attachment C) <br /> In the Truck Repair,truck engine and hydraulic oils are removed and pumped to an existing <br /> used oil tank via a dedicated oil pump located in the West Lube Pit area of the Truck Shop. A <br /> similar lube pit, located in the east portion of the Truck Shop has been abandoned and the <br /> pipeline conveying oils to the used oil tank has been similarly abandoned and is not used by <br /> Safeway. <br /> Since no previous assessments have been completed on the tank, SJCEHD-the regulatory <br /> entity overseeing the Tracy Distribution Center-requires the assessment to be completed as if <br /> the tank is a new design under 22 CCR 66265.192-Design and Installation of New Tank <br /> Systems or Components(see Attachment B provided as a guideline for preparing the <br /> certification). This section requires additional assessment related to structural integrity of the <br /> tank systems(e.g. tank and foundations), as well as, integrity testing of tank system. <br /> The components included in this assessment comprise the following <br /> • Used oil tank <br /> • Ancillary equipment and piping associated with the used oil conveyance and storage. <br /> Tank System Assessment Page 1 <br /> June 2011 <br />
