J <br />1.3 EMERGENCY COORDINATOR AND RESPONSE <br />TRAINING <br />The implementation of an Emergency Coordinator System (ECS) will be used in emergency <br />response fields regardless of the incident type or size. The ECS is an organization framework for <br />an incident chain of command. Tracy DC will have its own pre -established flexible chain of <br />command with an Emergency Coordinator defined to execute overall responsibilities. <br />Field responders include police officers, fire fighters, Tracy DC employees/contractors, etc. <br />In principle, implementing the ECS is simple. Each responder reports to one individual, and no more <br />than ten individuals report to one person. Responsibilities are delegated by the Emergency <br />Coordinator (EC) who is the overall authority for the incident. ECS will involve five functions: <br />command, operation, planning, logistics, and finance. All functions are not required for each <br />incident, but will be dependent on the extent of real or potential damage. <br />1. The command function is activated in every case. The EC can designate specific <br />roles for individuals or retain some for him or her self. The roles include (a) a safe <br />officer who will monitor the conditions at the incident, (b) a liaison officer who will <br />be the point of contact for all responding agencies, and (c) an information officer who <br />will interface with the media. <br />2. The EC can retain the role of operations officer or appoint a trained individual. The <br />operations officer is responsible for resource staging and implementation of the plan <br />of action. <br />3. The planning function gathers and analyzes information about the incident for <br />evaluating and revising the action plan. <br />4. Logistics provides support needs including food, shelter, first aid, communications, <br />and recovery. <br />5. Finance manages monetary tracking and disbursements. This includes the recovery <br />functions. <br />In each incident, the action plan is continually evaluated by the EC as actions are undertaken and <br />new information becomes available.
