Coyner Property Page 2 <br /> Tank Closure Report <br /> Project 103.5 <br /> - August 21,1996 <br /> �- The site consists of a parcel (APN 092-190-19-8) totaling about 59 acres located at 4020 <br /> Newton Road in a mixed industrial 1 residential area of Stockton, California (see maps in <br /> Appendix A). In the land survey grid, the site is located in the northwest quarter of Section <br /> 16, T2S,R5E MDB&M and is near latitude 370 46' north and longitude 1210 25' west as <br /> shown on the United States Geological Survey topographic map, Stockton West, California <br /> Quadrangle, California, 7.5 minutes series. <br /> The Property is located in an industrial area of Stockton. Nearby Properties are in use as <br /> trucking yards, equipment storage and work yards, a card lock service station, and mini <br /> warehouse space. There is also some residential use of the area. <br /> �. 2.0 SITE HISTORY <br /> The subject site was the former location of Coyner Equipment Co., Lodi Truck Service, and <br /> ,r M&M Trucking. The use of the Property included serving and repairing trucks. <br /> According to County records, there formerly were two tanks use to store diesel fuel and one <br /> L. for gasoline. The former tanks were removed in 1992, and soil samples were collected from <br /> each of the tank pits. The tanks were disposed of by Erickson and the rinseate was disposed <br /> of by Ramos Environmental. Low levels of petroleum hydrocarbons were found under tanks <br /> 3 and 3 and a small amount of xylene was found under tank 2 (see table in Section 3.2). <br /> On October 28, 1992 the County PHS/EHD issued a letter stating the level of contaminant in <br /> the soil under former tank no. 2 (5,000 gallon gasoline) exceeds allowable limits under the <br /> State LUFT Manual guidelines. The letter further stated that additional investigation would <br /> be needed. It is believed this letter was a result of a leaching potential estimate (from the <br /> `r 1989 State LUFT Manual). Based on the leaching potential estimate, if groundwater occurs <br /> at less than 50 feet (as was assumed), no BTEX is allowed to remain in the soil. On March 8, <br /> 1994 a second letter was issued which is substantially similar to the October 1992 letter. <br /> Responsible party (RP) was advised that the site would be prioritized and that a soil <br /> investigation may be directed at some point in the future based on the priority set for the site. <br /> To date, no directive for remedial action or additional characterization has been issued, and <br /> there has been no notification as to the priority level in which the County has placed the site. <br /> 4 3.0 TANK REMOVAL AND SOIL SAMPLING <br /> 3.1 Tank Removal <br /> On August 20, 1992 the three tanks were excavated and removed by Western Meter Service <br /> under County supervision.
