According to the Tri-
Regional Guidelines, Appendix B -No Further Action Requests, designation of a site as a "low
risk" site may occur after a complete site characterization has been made. Site characterization
includes determining the extent of the hydrocarbon contamination, both vertically and laterally, in
soil and groundwater.
Two mobilizations to collect soil data for analysis have occurred at the Lopez property. On
November 28, 1994, three soil borings (SB-A, SB-3 and SB-4) were advanced and sampled by
RAH Environmental, Inc. The sample of greatest depth that was submitted for analysis was SB-A
at 20 feet below surface grade (bsg). Results were 1000 parts per million (ppm)Total Petroleum
Hydrocarbons as gas (TPH-g), 6.8 ppm Benzene, 33 ppm Toluene, 15 ppm Ethylbenzene and 50
ppm Xylene. On February 5, 1996, five drill holes (MW-1, MW-2, MW-3, SB-A1 and SB-A2) were
advanced and sampled by Fugro West, Inc. The sample of greatest depth that was submitted for
analysis was SB-A2 at 33 feet bsg. Results were 0.72 ppm TPH-g, 0.0089 ppm Benzene, 0.041
ppm Toluene, 0.019 ppm Ethylbenzene and 0.098 ppm Xylene. These two results indicate that
vertical definition of soil contamination in the source area has not been made.
PHSIEHD requests that vertical definition of soil contamination in the source area be completed.
Once this is done, evaluation can be made as to whether the monitoring wells on site are properly
screened, and designation of this site as a "low risk" site can be reconsidered.
If you have any questions please contact Lori Duncan at (209)468-0337.
Donna Heran, REHS, Director
Environmental Health Division .4
CA
Lori Duncan, REHS Margaret-Lagorio, REH
Site Mitigation Unit 1V Supervisor, Unit IV
cc: Mark List, CVRWQCB
Yulya Davidova, SWRCB
Alan J.
