Box 2009 a
Stockton,-CA 95201
RE: Site Cade 1920, Tri-Valley Growers, Plant T
26200 Nowell Road, Th6rnton, CA
-. .Dear Ms.:,Cotul°la: ::,::
I am writing in response to your November 15, 1991, letter regarding the above referenced site.
.Tri-Valley Growers has been, and is committed to remediating dissolvedhydrocarbons in the
groundwater beneath the site. , To date, Tri-Valley Growers-has spent thousands of dollars to
investigate and:remediate this, unauthorized release. Over the last four years they have paid for
the familiarization of at least four County regulators on the project. The numerous changes in
-'- Y'-regulators has apparently shifted regulatory etnpliasis from reineaiaton of groundwater to critical
review.of past site activities. Tri-Valley would like assurances that regulatory emphasis will be
returned_to the on going and future clean up-of gasoline hydrocarbons in the groundwater and
that if it becomes necessary to-change County 'Supervisory. personnel again, Tri-Valley won't
incur the cost of further reviews by the new personnel.
Tri-Valley would like to postpone any additional work until a meeting can be arranged to discuss
the direction the.County is taking-on the project. 'We would like to schedule a meeting with
your office, the Regional Board, Tri-Valley Growers, and RESNA-during the week of January
14, 1992. Please contact Bill Channell to schedule a day that is acceptable to the County and
Regional Board.
L1t2691.BC
