Galt Road <br /> Thornton, CA 95686 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) conducted a site <br /> inspection to observe sampling procedures on September 12, 1991. PHS/EHD has the following comments <br /> for your consideration. <br /> The PHS/EHD representative, Mary Meays, arrived on-site at 10:15 a.m. Alex Flores and Anthony Scoma, <br /> WaterWork/Resna representatives,were already present. According to field records the depth to water had <br /> been measured in all six monitoring wells and monitoring wells MW3,MW5 and MW6 had been purged in <br /> advance of the arrival of PHS/EHD. Following PHS/EHD's arrival, MWl was prepared for purging which <br /> occurs prior to sampling. As purging was initiated, PHS/EHD observed that purged groundwater was <br /> discharged directly to land. PHS/EHD halted the procedure and questioned WaterWork/Resna <br /> representatives. <br /> It was determined that purge water from MW3,MWS and MW6 had been discharged directly to land. Five <br /> plastic 55 gallon drums were already on-site (though labelled improperly) two of which were unused. <br /> WaterWork/Resna was directed to containerize purged groundwater. Thereafter,purged groundwater from <br /> MWI, was containerized in the presence of PHS/EHD. <br /> Wastewater discharged from Tri-Valley Plant T is governed by Waste Discharge Requirement (WDR) Order <br /> No. 71-23. It was found by the Central Valley Regional Water Quality Control Board (CVRWQCB) that the <br /> addition of treated effluent, from the activated carbon groundwater treatment system to the wastewater <br /> discharge system,did not require a modification of the Discharge Order.
