Galt Road <br /> Thornton, CA 95686 <br /> San Joaquin County Public Health Services,Environmental Health Division (PHS/EHD) has completed their <br /> review of the 1991 Second Quarterly Report/Remediation System Start-Up Activities dated August 9, 1991, <br /> submitted by WaterWork. PHS/EHD comments follow and are to be addressed in the Third Quarterly <br /> Monitoring Report due October 20, 1991. <br /> 1. Within the Report there was a reference to Figure 1,yet this figure was not included. Please submit <br /> Figure 1 to PHS/EHD and Central Valley Regional Water Quality Control Board (CVRWQCB). <br /> 2. PHS/EHD was not notified of the June 13, 1991, sampling event. PHS/EHD made written <br /> notification that PHS/EHD required 48 hours notice prior to any site activity including sampling by <br /> letter dated July 9, 1991. PHS/EHD was notified of the August 16, 1991, sampling of the <br /> remediation system. Continue notification of PHS/EHD prior to any site activity. <br /> 3. According to the Applied Analytical Laboratory Report dated June 24, 1991, included as part of the <br /> Quarterly Report, MW-1 was contaminated with 360 parts per billion (ppb) total petroleum <br /> hydrocarbon-gasoline (TPH-g). However, the Quarterly Report stated that"no dissolved petroleum <br /> hydrocarbon constituents were detected above detection limits..."additional reference was made to <br /> Table 3. Table 3 did not reflect the contamination reported by Applied Analytical. Please correct <br /> this inconsistency. <br /> 4. The report stated that dedicated pneumatic pumps were used to sample each well. It is the <br /> understanding of PHS/EHD that only MW-4/extraction well (MW4/EW) contains a dedicated <br /> pneumatic pump. Please clarify the use of dedicated pneumatic pumps. <br /> 5. During the August 16, 1991 site inspection,PHS/EHD observed the effects of pumping of MW4/EW <br /> at a rate of 1.8 liter per minute. The pump had been pumping a portion of air prior to the arrival <br /> of WaterWork representative as evidenced by the low water volumes of carbon filter#1 and carbon <br /> filter #2. At a much reduced flow rate, MW4/EW was pumped dry several times in the presence <br /> of PHS/EHD representative. <br /> MW4/EW has a two inch diameter and thus is not designed for extraction purposes as was indicated <br /> by the August 1, 1990, CVRWQCB letter and by the October 15, 1990, PHS/EHD letter. It may be <br /> necessary in the future to install a more effective extraction well. <br /> A Division of San Joaquin Counry Heath Care Services 0 <br />
