'k
Juan Quijano
Page 2
Monthly status reports are requested, initially for one quarter, to review the adequacy of the
groundwater remediation system in operation. Submit the first monthly status report within 30 days
of the date of this letter.'
6. The 5,000 gallon underground storage tank #4, contained both gasoline and diesel. In order to
investigate the possibility of diesel contamination of groundwater, commence analysis of TPH-diesel
in addition to contaminants already analyzed.
7. In the July 27, 1989 PHS/EHD letter, a request was made:to show that high soil lead levels:
8.9 ppm tank #2
7.5 ppm tank #3
5.4 ppm MW 1 at 11 feet
5.4 pprri MW 3 at 6 feet
5.6 ppm MW 4 at 6 and 10.5 feet
j 6.8 ppm soil stockpile 1-8 composite
7.7 ppm soil stockpile 9
were background levels. These levels exceed the soluble threshold limit concentrations (STLC) but
are below the total threshold limit concentration ('ITEC) as outlined in the California, Code of
Regulations,Article 11,Section 66699. Soil samples must undergo the Waste Extraction Test(WET)
to determine which portion of total lead is soluble as outlined in the California Code of Regulations,
.Article 11, Section 66700.
` 8. On January 29, 1988, 8 samples of stockpiled soil were field composited into one sample. This
result was used to determine that th' stockpiled soil was no longer contaminated: This method and
number of samples composited is unacceptable. Additional borings will be necessary to determine
that the backfilled soil is uncontaminated.
{ Please submit a Work Plan for the additional soil investigation within 60 days from the date of this letter.
Please locate the septic system on the adjacent property, 26500 North Galt Road, as leach lines provide
conduits through which contamination quickly migrates.
If you have any questions, contact Mary Meays, EHS, of my staff, at (209)468-3441.
Jogi Khanna, M.D., M.P.H.
Health Officer`
Laurie A.
