STATE OF CALIFORNIA GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION t
3443 ROUTIER ROAD
SACRAMENTO, CA 95827-3098
27 March 1990
Ms. Diane Hinson
Supervising REHS
San Joaquin County
Public Health Services
Environmental Health Division
P.O. Box 2009
Stockton CA 95201
TRI-VALLEY GROWERS, PLANT "T", 26200 NOWELL ROAD, THORNTON - GROUND WATER
MONITORING REPORTS, THIRD & FOURTH QUARTERS 1989
We have reviewed the 20 November 1989, and 15 January 1990 Ground Water
Monitoring Reports for the third and fourth quarters of 1989, prepared for
this site by WaterWork.
The Third Quarter Monitoring Report presents the results of the
19 September 1989 round of ground water sampling and addresses comments
raised in the Environmental Health Division's letter of 27 July 1989. The
Fourth Quarter Monitoring Report presents the results of the 7 December
1989 round of ground water sampling and proposes that the monitoring
program be continued for one additional quarter.
According to the reports, the ground water gradient at the site has
changed several times during the course of the investigations. We agree
that continued monitoring will be necessary to determine the cause of the
gradient shifts, and the possible influence on contaminant migration.
However, it is unlikely that monitoring the existing wells for one
additional quarter will be adequate to establish a trend in gradient and
adequately determine the extent of contaminant migration.
Therefore, we recommend that the quarterly ground water monitoring program
be continued until the extent of the impacts to water quality have been
adequately evaluated. After sufficient information has been collected,
it will be possible to evaluate the need for installing additional
monitoring wells to determine the extent of migration of petroleum
hydrocarbons.
If you have any questions, please call me at (916) 361-5731 .
THOMAS D. PELTIER
Engineering Geologist
TDP/tdp
