San Joaquin County Public Health Services,
Environmental Health Division (PHS/EHD) was represented by Margaret Lagorio, Mary
Meays, and Linda Turkatte. PHS/EHD has prepared the following meeting summary.
Plant T: 26200 North Galt Road
The meeting was requested by Tri-Valley to discuss budgeting next year's remediation
'i activities. The groundwater extraction system which is currently being operated was
discussed. An estimate of pore volumes extracted was submitted for consideration of the
effectiveness of the currently operating groundwater extraction system. A flow meter has
recently been installed to estimate the amount of groundwater discharged. It was agreed
that the residual soil contamination may be acting as a secondary source of
contamination to groundwater and that groundwater extraction, as a sole remediation
method, may be required for a very long period of time before cleanup goals would be
reached.
The residual soil contamination was further discussed and PHS/EHD requested
additional soil investigation to define the extent of soil contamination. PHS/EHD stated
that until the extent of soil contamination was determined it would be difficult to
evaluate remedial alternatives. Tri-Valley indicated that the recommendation would be
taken under consideration and would respond within 45 days.
Tri-Valley also requested that they be allowed to obtain their own quarterly samples and
perform routine maintenance of the groundwater extraction system. PHS/EHD indicated
that maintenance of the system by Tri-Valley would pose no concerns; however, approval
to obtain their own samples would be withheld at that time pending further discussion.
Tri-Valley stated that Stanislaus and Merced Counties' allow Tri-Valley to collect their
own samples. PHS/EHD indicated that their request would be taken under
consideration.
A Division of San Joaquin County Health Care Services
