(Ground Zero), on behalf of the property owners, <br /> have been authorized to discharge treated groundwater to the ground surface pursuant to Waste Discharge <br /> Requirements General Order No. R5-2003-004412 (General Order), which was issued by the California <br /> Regional Water Quality Control Board,Central Valley Region(RWQCB)in a letter dated November 5,2003. <br /> After pressure testing the system and setting the fluid level switches in the well, the system was put into <br /> operation at 12:35 p.m. The initial flow rate through the system was measured at approximately 1.9 gallons per <br /> minute.
