Highway 99, Stockton, CA <br /> Dear Mr. Wong: <br /> I am writing to provide written documentation of our meeting this morning and of the treatment system r <br /> startup at the subject site. <br /> �i <br /> As we discussed this morning, Ground Zero Analysis, Inc. (Ground Zero), on behalf of the property owners, <br /> has been authorized to discharge treated groundwater to the ground surface pursuant to Waste-Discharge <br /> Requirements General Order No. 115-2003-004412 (General Order), which was issued by the California <br /> Regional Water Quality Control Board,Central Valley Region(RWQCB)in a letter dated November 5,2003. <br /> After pressure testing the system and setting the fluid level switches in the well, the system was put into <br /> operation at 12:35 p.m. The initial flow rate through the system was measured at approximately 1.9 gallons per <br /> minute.
